The £35m bid is Bayern's fourth bid for the England Under-19 star, who has made just 11 senior appearances for the Chelsea first-team.
Hudson-Odoi has reportedly made his feelings clear to Chelsea that he wants to leave the club.
Chelsea turned down a £30m bid from the German champions on Monday evening and they have now continued their pursuit of the youngster.
He impressed for the Blues in their FA Cup third round win over Nottingham Forest, providing two assists for Alvaro Morata in the 2-0 win.
