The same report suggests that Ramsey completed his medical in Turin at the weekend, with the move expected to be made official in February.
The Wales midfielder has been available to negotiate with overseas teams from this month, due to his contract expiring at the Emirates in the summer.
Paris Saint-Germain and Bayern Munich were both reportedly interested in Ramsey, but Juventus appears to be the midfielder's destination.
Ramsey has scored 53 goals in 253 Premier League games for the Gunners since his move from Cardiff City in 2008.
